निविदा के लिए आई दो दर्जन निर्माण कंपनियां

फरीदाबाद, जागरण संवाद केंद्र : आखिरकार ईस्टर्न एक्सप्रेस-वे की निविदा प्रक्रिया सोमवार को शुरू हो गई। कई महीनों के इंतजार के बाद सोमवार को ईस्टर्न एक्सप्रेस वे के निर्माण के लिए करीब दो दर्जन निर्माण कंपनियां आगे आई।

अब भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (एनएचएआई) तकनीकि पहलुओं को ध्यान में रखते हुए इन कंपनियों में से योग्य कंपनियों को छटाई करेंगे। इस प्रक्रिया में करीब एक महीने का समय लगेगा। सोमवार को आए आवेदनों में रिलायंस, एचसीसी, एलएनटी, जीएमआर, आईआरबी आदि जैसे बड़ी कंपनियां शामिल थी। इससे पहले एनएचएआई ने इस परियोजना की निविदा प्रक्रिया के लिए तिथि रखी, लेकिन हर बार तिथि को स्थगित कर दिया गया।
सोनीपत से फरीदाबाद तक बनने वाले इस एक्सप्रेस वे के बजट और डिजाइन को पब्लिक प्राइवेट पार्टनरशिप अप्रेजल कमेटी से मंजूरी मिलने के बाद अधिकारियों को उम्मीद थी कि इस बार इस तिथि को स्थगित नहीं किया जाएगा। अधिकारियों का कहना है कि योग्य कंपनियों के चिन्हित होने के बाद उनसे वित्तीय पहलुओं को लेकर आवेदन मांगे जाएंगे। बाद में उन कंपनियों में से किसी एक कंपनी को एक्सप्रेस वे के निर्माण के लिए नियुक्त किया जाएगा।

फरीदाबाद, जागरण संवाद केंद्र : सोनीपत से फरीदाबाद तक बनने वाले ईस्टर्न एक्सप्रेस-वे योजना की एक बाधा दूर हो गई है। पब्लिक प्राइवेट पार्टनरशिप अप्रेजल कमेटी ने इसके संशोधित बजट व डिजाइन को मंजूरी दे दी है। इसमें केंद्र सरकार की प्लानिंग कमेटी के सदस्य व कई अन्य आला अधिकारी शामिल होते हैं। इस योजना की निविदा प्रक्रिया 7 फरवरी से शुरू होगी। पहले यह प्रक्रिया 27 जनवरी से होनी थी।

ज्ञात हो कि पहले इस योजना के लिए करीब 3500 करोड़ रुपये का बजट तैयार किया गया था लेकिन उच्च अधिकारियों के आदेशों के मद्देनजर इस बजट को कम करके 2700 करोड़ रुपये कर दिया गया। बजट में कटौती के कारण विभाग को योजना के डिजाइन में भी कई तबदीलियां करनी पड़ीं। अब उम्मीद जताई जा रही है कि डिजाइन व बजट की मंजूरी के बाद निविदा प्रक्रिया शुरू करने में और विलंब नहीं होगा। अधिकारियों को उम्मीद है कि 7 फरवरी को इस योजना की निविदा प्रक्रिया शुरू कर दी जाएगी। इसके कुछ माह के बाद इस योजना का निर्माण कार्य शुरू कर दिया जाएगा।

योजना पर एक नजर

यह एक्सप्रेस-वे एनएच-1 कुंडली (सोनीपत) से यमुना पार करने के बाद माविकलन, शरफाबाद के पास हिंडन नदी से एनएच-58 के दुहाई से होता हुआ डासना के पास एनएच-24 पर मिलेगा। यहां से यह एक्सप्रेस-वे एनएच-59 पर बीलकबरपुर केपास से होता हुआ कासना – सिकंद्राबाद रोड (सिरसा के निकट) से यमुना के ऊपर से होता हुआ फज्जुपुर खादर, अटाली छांयसा (मौजपुर के पास) एनएच- 2 पर पलवल पहुंचेगा। इसके अलावा इस एक्सप्रेस वे पर 3 रिवर ब्रिज बनाए जाएंगे। इनमें से दो ब्रिज यमुना नदी के ऊपर और एक ब्रिज हिंडन नदी के ऊपर से होता हुआ बनेगा। इनके अलावा 43 ब्रिज व 59 अंडरपास बनाए जाने की योजना है। कुल मिलाकर यह एक्सप्रेस वे 135 किलोमीटर की दूरी तय करेगा।

After two unsuccessful attempts during the economic crisis, the Union road transport and highways ministry has, once again, planned to come out with a fresh request for qualification (RFQ) for the Rs2,700 crore eastern peripheral expressway project in New Delhi. According to officials from the transport ministry, certain new initiatives have been taken to generate investors’ interest this time. Toll rates have been capped and concession period has been increased to attract investors to take up the project. Consultants preparing the detailed project report have been advised to study the feasibility, considering the concession period as 23.5 years, instead of the earlier 20 years.

Regarding the tolling issue, the ministry felt that imposing a cap on toll was important, as rates on the eastern peripheral expressway should not exceed the maximum toll rate being charged on Western peripheral expressway, which is a similar facility. “In view of the modifications, further changes are required, particularly in view of the proposed modification in
the concession period. About the proposal of capping the rate, NHAI has been suggested to prepare a note for the department of legal affairs, seeking its opinion on the issue, as well as, to seek approval of the finance ministry,” said an official.
The 135-km expressway starts at Kundli on NH-1, passes through Bagpat, bypassing Ghaziabad, Gautam Budh Nagar, and Faridabad and terminates at Palwal on NH-2. Of the total 1680 ha of land to be acquired, 1360 hectare (92%) has already been acquired and acquisition of the remaining land is in progress. When the project was put on the bidding block for the first time in 2008, Reliance Infrastructure emerged as the sole bidder for the project. The government restructured the project and put it yet again on the bidding block in
April 2009. Single bidder scenario emerged yet again, only to be scrapped later.

Two high-speed corridors, which will significantly de-clog Delhi’s internal roads of outbound traffic and trucks, are likely to be ready by 2013. While the western peripheral expressway (Kundli-Manesar-Palwal) is scheduled to be completed by the end of 2011, the eastern peripheral expressway (Kundli-Ghaziabad-Palwal) will be complete by mid 2013.  The 135-km long access controlled Eastern Peripheral expressway to be built on build-operation-transfer basis (BOT) takes off from NH-1 in Kundli (Haryana), crosses Yamuna river near Mawikalan, river Hindon near Sharfabad, NH-58 near Duhai, NH-24 near Dasna, NH-91 near Beelakbarpur, Kasna-Sikandrabad road near Sirsa, re-crosses Yamuna near Fajjupur Khadar, Atali-Chinsa near Maujpur and meets NH-2 beyond Palwal. It will pass through five districts — Sonipat, Faridabad in Haryana and Baghpat, Ghaziabad and Gautam Budh Nagar in Uttar Pradesh. NHAI officials said the speed limit for this green field project would be 120 kmph. The project includes construction of three major bridges — two across Yamuna and one across Hindon river besides 43 other bridges over canals and drains. Nevertheless, there will be as many as 59 underpasses for the safe movement of pedestrians. For locals, the developer will construct service roads of about 90 km, which will provide connectivity between different areas along the expressway.The 135.6-km long four-lane western peripheral expressway, being built at investment of Rs 2,545 crore starts from NH-1 near Kundli (Sonipat) crossing NH-10 at west of Bahadurgarh, crossing NH-8 at Manesar (Gurgaon) and joining NH-2 near Palwal (Faridabad).

New Connectivity would spur growth

Kundli-Manesar-Palwal (KMP) and Kundli-Ghaziabad-Palwal (KGP) Expressways are major projects in this direction. The alignment of KMP Expressway, which is also known as western peripheral expressway, takes off from National Highway 1 near Kundli, crosses NH-10 at West Bahadurgarh, crosses NH-8 near Manesar and finally joins NH-2 near Palwal. It passes through Gurgaon, Mewat, Rohtak, Jhajjar and Faridabad, which top urban growth in NCR. On the other hand, KGP expressway, also known as eastern peripheral expressway, provide signal-free connectivity between Ghaziabad, Faridabad and Palwal.The expansion of Metro line to Gurgaon and Noida are other positive aspect to the development of connectivity in the city.
These developments have considerably reduced travel time from Noida, Mayur Vihar, Patparganj, Shahdara, and other parts of East Delhi to Central Delhi like ITO, Central Secretariat and Connaught Place.
Improvement in connectivity will not only help traffic flow and reduce travel time, but will go a long way in increasing development of real estate at affordable prices in the region. This will bring in huge chunk of areas, which were not developed so far because of poor connectivity, into the city’s mainstream and spur development of residential units there. Availability of land for construction will lead to increase in supply of residential and commercial units in the city. This will have a salutary impact on prices of real estate. As supply improves, prices will remain under control. Improved connectivity to far-flung areas has already started showing results. A number of townships are developing in remote areas, which are going to get good connectivity due to the new development in infrastructure. The market forces have already seen these developments and the real estate prices have already jumped on the KMP route and same story is likely to be repeated on Eastern Peripheral Expressway route. Watch out for areas near Dadri and Hi Tech Cities Ghaziabad.
